Eiffage Construction announced during the USH Congress a contract with 3F Normanvie for the renovation of 620 homes in Rouen

Today, 24 September, Eiffage Construction signed a €40.8 million design-build contract with 3F Normanvie for the occupied-site renovation of 620 apartments, as well as height increases and the development of loft and attic spaces to create 44 new homes.

The operation involves 10 buildings located in Rue Marin le Pigny in Rouen and will be carried out in collaboration with the architects Ataub Architectes and Ithaques, along with engineering consultants from Oteis and construction economists from ICEGEM. Works will start at the beginning of 2026 with delivery scheduled for December 2028. 

The project has high environmental ambitions, targeting the 2028 and 2031 RE2020 thresholds along with the BBC Rénovation 2024 and BEE labels for the new sections.

This new contract reflects strong momentum in the housing renovation market due to the increasing need to adapt existing housing stocks in line with current and future environmental legislation.

Social landlords have been driving demand for many years, and the market is opening up to the private sector due to the need for improved energy performance and occupant comfort. 

Its contracting expertise and comprehensive turnkey solutions helped Eiffage Construction take orders worth more than Є450 million in the French housing renovation market during the first half of 2025. 

With several major operations in progress, Eiffage Construction is notably responsible for the contract secured by Nové (a partnership between Eiffage and Arcade‑VYV) to renovate state-owned housing for the French Armed Forces Ministry: 100 projects are currently in progress across the country, with 1,000 new-build and renovated homes already delivered by the end of July 2025.
